Traffic congestion is an ongoing challenge that affects us all and stems from our collective actions. Acknowledging this widespread issue, the Ministry for Transport, Infrastructure and Public Works has introduced a series of proposals designed to ease traffic difficulties throughout Malta and Gozo.

During a press conference held today, Minister Chris Bonett unveiled these proposals and laid out a vision that seeks immediate relief from congestion but also establishes a long-term framework for sustainable traffic management.

Proposals to Enhance Traffic Flow

1. Promoting a 24-Hour Economy

To ease traffic during peak hours, the government plans to lead by example by providing various public services during off-peak times. This initiative will include services such as waste collection, road cleansing, driving tests, and landscaping. Furthermore, the government will engage with the private sector to encourage off-peak deliveries in industries like retail and construction. An additional study will explore the feasibility of enhanced cargo services to Gozo through key transport hubs, such as the Malta Freeport and Valletta.

2. Incentives to Reduce Vehicle Use

To encourage citizens to limit their reliance on personal vehicles, a range of incentives will be introduced. These include options for surrendering driving licences, discouraging young people from obtaining them, and incentivising employees to use their cars only during off-peak hours. Moreover, a revision of the Employee Transportation Deduction Act is proposed, reducing the required number of participants for carpooling tax deductions from eight to four.

3. Alleviating Parking Shortages

Parking shortages in village centres are a significant contributor to congestion. To address this, the government plans to create park-and-ride facilities, particularly near commercial centres, and use public spaces such as school grounds for parking, when school hours are over. Additionally, digital solutions to improve parking management will be explored.

4. Enhancing Public Transport Services

To improve public transport options, new direct bus routes will be established for industrial estates, along with circular routes for larger localities. New connections will also link Park and Ride facilities, such as those at Ta’ Qali, to major destinations like Mater Dei Hospital and the University. A national route revision is planned to further optimise the public transport network.

5. Coordinating Road Works

Effective coordination of road works is essential to minimise disruption. The government will enhance collaboration between relevant entities to ensure that projects are carried out with minimal inconvenience to residents and that local councils are kept informed of developments.

6. Promoting Sustainable Mobility

A pivotal aspect of the proposals is the commitment to sustainable and active transportation modes. This includes the development of a National Cycling Strategy, aimed at promoting cycling as a viable mode of transport. Furthermore, an Ambassador for Sustainable Mobility will be appointed to spearhead policy initiatives and oversee the implementation of sustainable measures, supported by an Advisory Committee.

“We are eager to engage with stakeholders to better understand the needs of various sectors, allowing us to collaboratively come up with solutions, both those that require immediate attention and those that will gradually bring about a cultural and mindset shift,” explained the Minsitry’s Head of Policy, Denise Fiorentino.
