The Building and Construction Authority, for the third time, has rolled out the now famous Irrinova Darek Scheme a five-year programm designed to accelerate energy-saving upgrades in the country’s building stock while easing the financial burden, on electricity bills, to low-to-moderate income housholds.

This scheme was first accessible for the residents in the Port Region back in 2022, and for the Northern Region in 2025, now it is available for the residents in the Southern Region and the surrounding localities.

This year’s scheme was launched by Minister Jonathan Attard, responsible for the Construction Sector, in Santa Luċija which is a locality included in this year’s scheme. During the launch Minister Attard said that this scheme is now one of the government’s flagship intitiatives to reduce energy use among the Maltese and Gozitan people by promoting energy-efficient renovations in residential properties. He concluded that this year’s scheme will built on last year’s scheme which was a huge suċċess with over 2,100 households applying, and nearly 1,900 applications being approved. 

The BCA’s Chief Executive Officer, Perit Roderick Bonnici, said that such eligible works can include replacement of apertures to double-glazing, insulation of the building envelope, insulation of roof, insulation of exposed floors and floors to unconditioned spaces, installation of renewable and improvement of airtightness, shading, installationand connection of second-class water systems, replacement of heating, ventilation, and air-conditioning systems or parts with more efficient systems or parts of systems, installation of energy efficient lighting or systems or parts of systems enabling the introduction of natural lighting, and also the installation of water heater, solar water heater or heat-pump water heater, amongst others. 

For a household to be eligible for the scheme one needs to reach the already estabilished targets for energy-use for the respective building envelope, hence, residents who want to benefit need to reach out to a technical assessor to guide them in the process. As part of the scheme, the Professional fees for such assessor will be refunded in stages up to €875.

The scheme, caters also for families who are on the in-work benefit, a benefit issued from the Social Security Department, to those families or single parents which their income is beneath an established treshold. Persons on this benefit will benefit from a 90% co-funding instead of a 75% co-funding. 

The localities, in which the scheme is available this year are Birzebbugia, Fgura, Għaxaq, Gudja, Ħamrun, Luqa, Marsascala, Marsaxlokk, Qormi, Paola, Santa Luċija, Santa Venera, Tarxien, Xgħajra, Żabbar and Żejtun.
