Labour strengthens access to property purchases and rent: Stability, support, and a better path to a home

A secure home provides stability, peace of mind, and the opportunity to build a future. Strengthening access to housing is therefore essential to improving quality of life for all.
This is what the Labour Party is delivering: practical measures that make housing more accessible, flexible, and fairer for those who need it most.
At the centre of these proposals is a strengthened Housing Benefit Scheme, designed to support those renting in the private sector. Instead of losing support abruptly when income slightly exceeds eligibility thresholds, beneficiaries will now continue receiving assistance on a tapered basis over two years. This gradual reduction, decreasing by 50% in the first year and a further 25% in the second, ensures greater financial stability.
By providing a smoother transition, individuals and families can continue to plan ahead with confidence as their circumstances improve.
Support is also being extended to those facing life changes. Individuals who need to start over following relationship difficulties will not be left behind. They will once again be considered first-time buyers for stamp duty purposes, allowing them to save significantly when purchasing a new home and take that important step towards a fresh start.
Together, these measures reflect a clear commitment: to provide stability when it matters most, support people through change, and ensure that access to housing remains within reach.
With these measures, Labour is delivering real support where it counts.
