First reading of Bill to be presented in parliament

During a news conference on the reform of planning appeals, Prime Minister Robert Abela said that the first reading of the reform would be presented in Parliament, while the public consultation process will remain open until August 18.

Abela has launched a one-month public consultation on reforms to the appeals system.

The Prime Minister said the reform was a carefully considered and ambitious one, adding that it delivers on a measure included in the ‘Int Malta’ electoral manifesto during the first weeks of the new legislature. He stressed that the reform would provide greater certainty and stability.

On the reform itself, Minister Jonathan Attard said this is not a reform that is either for or against development. It is a reform that is about balance, justice and good governance.

Minister Attard explained that the reform will ensure that the right of appeal is no longer merely a legal entitlement, but one that has a real and practical effect. At the same time, it will establish a more efficient, transparent and credible planning appeals system, with clear timeframes and timely decisions.

Attard described the reform as one of the first major legislative initiatives of the current legislature, saying it demonstrates the government’s commitment to delivering on the promises made to the public.

“Through this reform, we are placing quality of life, public trust and the rule of law at the heart of the planning system,” the minister said, adding that the changes are intended to create a fairer, more accountable and more effective framework for planning decisions.
