While the country’s progress has been remarkable, Malta’s geographical limitations mean that scaling up renewable energy is not without challenges. Unlike other European nations that benefit from vast land areas, rivers, or strong wind resources, Malta’s renewable mix is dominated almost entirely by solar power. Hydropower is physically impossible to develop, given the absence of altitude variation and natural water reserves, while conventional wind sources have been constrained by land scarcity, environmental impact and deep surrounding waters.

Despite these natural barriers, the government remains determined to push Malta’s renewable frontier further. With floating offshore wind technologies now becoming commercially viable, Malta is preparing to harness the potential of its surrounding seas for clean energy generation. Early preparatory work is already underway for a post-2030 offshore project that is set to be the most impactful renewable initiative in Malta’s history. Three international consortia have already expressed their interest in supporting Malta in realising this project, which is expected to more than double the contribution of renewables within the national electricity mix. 

These forward-looking efforts go hand in hand with the EU’s wider objective to reach at least 42.5% renewable energy across its energy mix by 2030. While Malta’s smaller scale makes such figures difficult to replicate domestically, its continued commitment and alignment with EU targets reflect a shared vision for sustainability and security.

Malta’s energy story is one of determination against limitation, transforming obstacles into opportunities through strategic vision and innovation. By investing in new technologies and long-term infrastructure, this government is laying the groundwork for an energy system that is not only cleaner and more sustainable but also increasingly self-reliant. The journey towards full energy independence continues, and Malta is well on course to achieve it.
