Local councils have been introduced to a scheme supporting the development of dog parks and cat cafés. An information session was held to outline how these projects can be taken forward within local communities.

The session was addressed by Parliamentary Secretary for Fisheries, Aquaculture and Animal Rights Alicia Bugeja Said and Parliamentary Secretary for Local Government Alison Zerafa Civelli. Both underlined the importance of the scheme in strengthening facilities for animals and their owners across local communities.

Alicia Bugeja Said noted that discussions with pet owners clearly pointed to a need for dedicated spaces within communities. She added that engaging with local councils helps ensure these spaces reflect the needs of each locality and can be enjoyed by families and their pets.

For her part, Alison Zerafa Civelli said the Government remains committed to enhancing local communities. She explained that the scheme will support local councils in creating open spaces that include dedicated areas for animals, such as gardens with cat cafés or dog parks. “Through this scheme, we are giving local councils another opportunity to enhance their communities with projects that benefit both residents and their pets,” she said.

Director for Animal Welfare Joseph John Vella presented the criteria and application process in detail. He also provided practical guidance on implementation and operation. Project Green CEO Francoise Chetcuti outlined the entity’s role in providing funding and technical support.

The scheme provides up to €50,000 per project, with a total investment of €750,000. It aims to encourage the creation and regeneration of open spaces that integrate dedicated facilities for animals. Project Green will fund the development of dog parks and cat cafés. Local councils will be responsible for implementation and maintenance once completed. Conditions apply, including a minimum site size of 1,500 square metres, with at least 20% dedicated to animal facilities.

The scheme is being administered by the Animal Welfare Directorate, which will be accepting applications via online submission at https://animalwelfare.gov.mt/rizorsi/skemi/ until 31 May 2026.
