Slight drop in foreign EU citizens voting in Malta

Citizens of an EU member state who are registered and live in another EU country can choose whether to vote for candidates standing in their home country or for those standing in their host country.

The percentage of non-Maltese EU citizens who live in Malta and who had registered to vote here in the June European elections when the applications closed on 15th April saw a drop of around 2.5% when compared to the last election for the European Paliament in 2019.

Data requested by The Journal from the Malta Electoral Commission shows that a total of 15,096 resident EU citizens, or 35.5% of the total population of 42,610 (as at end of 2022: NSO) non-Maltese EU nationals in Malta, have registered and are therefoe eligible to vote here instead of in their home country.

In the 2019 election, when the total population of non-Maltese EU nationals in Malta was 48,258, the number of those who registered their wish to vote here was 18,376, or 38%.

The right of free movement of persons is a cornerstone of the European Union, aimed at fostering social and economic integration among the bloc’s member states. This right allows any citizen of an EU member state to live, work, and study freely within the vast territory of the Union. Another right that comes with EU citizenship is to both vote and stand as a candidate in elections for the European Parliament, the EU’s only directly elected institution. EU citizens who live in their home country can only vote for the EU candidates standing for election there. However, EU citizens who are registered and live in another EU country can choose whether to vote for candidates standing in their home country or for those standing in their host country.

A spokesperson for the Electoral Commission said that, at this point, any further additions or deletions to the list, if at all, may only take place following a Court appeal or decision.
